In 2000, following a peace agreement between the Philippine government and the Moro National Liberation Front (MNLF), some disappointed factions established the Abu Sayyaf Group. On March 20 of that year, Abu Sayyaf militants carried out a kidnapping in Basilan, abducting Fr. Rhoel Gallardo along with several other individuals, marking a significant escalation in their insurgent activities.
